
TOURNAMENT CREDENTIALS

detailed information on credentials required at team check-in.
Properly validated RAHF Player Passes as well as Player Passes
from your national federation will be required for all players.
International players must show proper proof of age (passport or
birth certificate).
A properly validated team roster containing player names and
dates of birth must be present at all games plus RAHF
travel roster, etc.). Team representatives will present
credentials at the mandatory check-in meeting held before the
tournament. Unless prior arrangements are made with tournament
officials, failure to attend the mandatory check-in will result
in a one point deduction from team tournament points. Forty-five
(45) minutes prior to each team's scheduled game time, the team
must check in with the field marshals at the site of the game.
All guest players must have credentials from the same seasonal
year as those of the team on which they participate.

ABOUT TOURNAMENT
RULES
THIS
TOURNAMENT SHALL BE PLAYED IN ACCORDANCE WITH RAHF AND FIFA RULES
AS MODIFIED BY THE FOLLOWING CHANGES AND ADDITIONS:
- PROTESTS
All games will be considered final; no protests will be
accepted.
- LENGTH OF

NOTE: Injury time will NOT be added to the length of the
game, except under the most extenuating circumstances and
at the discretion of the referee. If the score is tied at
the end of regular time in the Championship or
Consolation games, kicks from the penalty spot will be
taken per FIFA rules to determine the winner. There will
be no overtime play in any games.
- BRACKET
FORMATS
Four or five team bracket: Preliminary games will be
round robin format (each team will play every other team)
in the flight. A four team bracket will have a
Championship game between the 1st and 2nd high points in
the bracket and a Consolation game between the 3rd and
4th high points in the bracket. In a five team bracket,
awards will be based on points from round robin games:
Champion-highest points, Finalist-2nd highest points,
Third place-3rd highest points. In event of a tie in
points, the tie breaker procedure will be used to
determine awards.
Six team bracket: There will be two (2) flights (A, B) of
three (3) teams. Preliminary games will be round robin
format (each team will play every other team) within each
flight. The third preliminary game will be a crossover
match with highest points in a flight A vs. 2nd highest
points in flight B, highest points in a flight B vs. 2nd
highest points in flight A, and third highest points in
flight A vs. third highest points in flight B. The
Championship game will be between the 1st and 2nd high
points in the bracket. The Consolation game will be
between the 3rd and 4th high points in the bracket.
Eight and ten team bracket: There will be two (2) flights
(A,B). Preliminary games will be round robin format (each
team will play every other team) within each flight. The
Championship game will be between the highest points in
flight A and the highest points in flight B. The
Consolation game will be between the 2nd high points in
flight A and the 2nd high points in flight B.
Twelve team bracket: There will be three (3) flights (A,
B, C) of four (4) teams. Preliminary games will be round
robin format (each team will play every other team)
within each flight. In semi-final games after preliminary
games, highest points in flight A will play highest
points in flight B, and highest points in flight C will
play 4th highest points in all brackets. If the 4th
highest points is from flight C, flight C will play
highest points in flight B, and highest points in flight
A will play 4th highest points. The Championship game
will be between the semi-final winners. The Consolation
game will be between the semi-final runners up.
Sixteen team bracket: There will be four(4) flights
(A,B,C,D) of four(4) teams. The Red division will be
flights A & B. The Blue division will be flights C
& D. Preliminary games will be round robin format
(each team will play every other team) within each
flight. In division semi-final games after preliminary
games, highest points in flight A will play highest
points in flight B, and highest points in flight C will
play highest points in flight D. The Championship game
will be between the winners of the semi-final games. The
Consolation game will be between the semi-final runners
up.
- PRELIMINARY
GAME POINTS
3 points will be awarded for each win.
1 point will be awarded for each tie.
0 points will be awarded for each loss.
1 POINT WILL BE DEDUCTED FOR EACH RED CARD ISSUED A
PLAYER OR COACH IN A GAME
- TIE
BREAKERS
If a tie exists in points between two teams at the
conclusion of the preliminary games (including semifinal
games), the following tie-breaker procedures will be used
in sequence to determine which team advances to the next
game:
A. The team which won head to head competition between
the teams that are tied will advance.
B. The team which has the highest goal differential (sum
of goals scored minus goals allowed in each game to a
maximum differential of 4 (+4 or 4) will advance
C. The team with fewest goals against advances
D. The team with most goals scored to a maximum of 4 in
each game advances
E. The team with fewest red cards advances
F. The team with most successful kicks from the penalty
spot as per FIFA rules will advance
- FORFEITURES
A. Any team not ready to play five (5) minutes after the
scheduled starting time (7 players minimum) will forfeit
the game. The official score will be 1-0 (score not
counted as goals for or against to determine a
tiebreaker). No points will be awarded to either team
if neither team is ready to play five (5) minutes after
the scheduled starting time.
B. Any team falling below seven (7) players during the
game will immediately forfeit. The forfeit winner will
receive 3 points.
- ABANDONED
GAMES
The referee, at his/her discretion, may abandon a game
under the following conditions:
A. A team leaves the field during play without the
approval of the referee.
B. A team is sent from the field by the referee for
frequent and/or violent misconduct.
C. Extreme "sideline area" misconduct (by
player, coach, or spectators) that causes interruption of
play.
D. Possession or consumption of alcoholic beverages is
prohibited at any of the fields. Any team (including it's
coaches, parents, or spectators) violating this rule will
be immediately expelled from the tournament!!
The official score of an abandonment forfeiture will be
1-0 (score not counted as goals for or against to
determine a tiebreaker). A forfeiting team will
receive zero (0) points regardless of the score at the
time of forfeiture. Additional penalties may be imposed
by the Tournament Committee.
- SUBSTITUTION
RULES
A. Unlimited substitution will be allowed with referee
approval in the following situations:
- prior
to throw-in by your team
- prior
to goal kick by either team
- prior
to the restart of the game after a goal scored by
either team
- at
the start of the 2nd half of play
- prior
to a restart of the game after an injured player
is removed from the field (either team may sub)
NOTE: Teams in divisions with two or more foreign teams
are permitted to make a maximum of five substitutions per
game and once substituted for, the player cannot reenter
the game.
B. NO substitution is allowed for ejected (red carded)
players.
- EJECTION
PROCEDURES
A. An ejected player or coach will receive a suspension
consistent with RAHF SPECIFIC RULES (SECTION 4:08) and
will automatically be suspended from their next scheduled
game. A player ejected for violent conduct or serious
foul play will not be allowed to participate in the next
two (2) scheduled games. All ejections will be reported
to RAHF and the member pass will be forwarded to the
proper authority for all suspensions that have not been
completely served in the tournament.
B. Ejections will be enforced in all games, including
games involving fill-in teams.
- PLAYERS'
EQUIPMENT
A. Players wearing orthopedic casts, air splints or metal
splints shall not be eligible to participate in any game.
Players may not wear any equipment that in the opinion of
the referee is dangerous to the player wearing the
equipment or any other player.
B. The equipment of teams and players, including team
banners, flags, uniforms, warm-ups, and equipment bags
may not display logos, trademarks, or insignia expressing
or symbolizing alcohol, tobacco, or controlled
substances.
- SPORTSMANSHIP
AND CONDUCT
A. Good sportsmanship will prevail. Coaches are
responsible for the conduct of their players, parents,
and spectators.
B. The location of teams on fields will be determined by
SF Recreation & Park regulations at each site. PLAYERS,
COACHES AND SPECTATORS MUST REMAIN IN DESIGNATED AREAS.
C. Coaching shall be done only from an area 10 yards
either side of the mid-field line.
D. A Coach may not make derogatory remarks or gestures to
the referees, other coaches, or players nor behave in an
inciteful or disruptive manner.
- HOME TEAM
A. The team listed first on the schedule will be
designated the home team. The home team will be
responsible for change of jerseys when conflicts of
colors occur as determined by the referee. If the home
team cannot supply alternate jerseys, the home team will
forfeit the game.
B. The game ball will be provided by the tournament.
C. The home team for the Championship and Consolation
game will be determined by the tournament organizers.
- AWARDS
Each player will receive a tournament souvenir. There
will be team cups for 1st, 2nd and 3rd place teams in
each age bracket. There will be individual medals for
players of 1st, 2nd and 3rd place teams.
- OTHER
SITUATIONS
All situations not covered by these rules will be
resolved by the Tournament Committee. The Tournament
Committee may make alterations to these rules as
necessary and such changes will be final and no appeal
will be accepted. Sufficient notification of rule changes
will be given to all those concerned.
